Henry Heina Sele is a Project Accountant within the Program Management Unit (PMU) at the Ministry of Agriculture.  Over the past seven years he has managed a portfolio of $14.6 million and his performance was rated satisfactory by the World Bank and International Partners for implementation of the regional West Africa Agricultural Productivity Program (WAAPP IC Liberia).

Due to his dedication and professionalism, he was retained as Project Accountant to formulate and prepare the ongoing Smallholder Agriculture Transformation and Agribusiness Project funded by the World Bank for $25 million.

In 2006, Sele worked with the United States Agency for Development (USAID) as Assistant Controller under the Governance Economic Management Program (GEMAP) with an assignment at the Roberts International Airport. He remained at the Airport until he was called upon by the Government of Liberia to serve at the Ministry of Finance in 2009, as Director for Bank Reconciliation Section.

Having worked hard and successfully set-up a full functional Bank Reconciliation unit, he was promoted to Deputy Comptroller & Accountant General, RL for Payroll Services in 2010. He held the position for a year and was later transferred to the Accounting Services Unit as Deputy Comptroller & Accountant General up to April 2012.

He was a member of a ten-man team from the then Ministry of Finance that visited various countries to gain knowledge on graft to review the regulations of the Public Financial Management Act of 2009. He was also part of a team that designed and drafted the Government of Liberia Chart of Accounts.

Sele also championed the Payroll and Human Resource Management processes during the set-up of the Government of Liberia Integrated Financial Management Information System (IFMIS) to improve the efficiency of the government’s accounting system.
